California amended 《Metal-Containing Jewelry》

September, 27, 2019, California governor hassigned the Senate bill (SB) 647 into the law. This bill has amended California's Metal-Containing Jewelry Law, California Health and Safety Code (HSC) (25214.1- 25214.4.2). The amendments are mainly as follows:

1.Reduced total lead limit of some materials in adults' jewelry.

2.Revised the age range of children, from 6 years and younger expanded to 15 years under.

3.Clearly aligned total lead limit in children's jewelry with CPSIA, and added the requirement of soluble cadmium in surface coatings on children's jewelry.

4.Described the detail information for the certification(should be provided when necessary).

SB 647 will be effective on June 1, 2020. The comparison on the requirements of jewelry for adults and children between new laws and the old is detailed in the following table.

More explanation of California health and safety code 25214.1-25214.4.2 California's Metal-Containing Jewelry Law  is summarized below:

1.This law is mandatory in California. The jewelry manufacturer or supplier shallprovide thecertification no more than 28 days when required.

2.The law is different from CA Prop 65.

3.SB 647 is only an amendment act to the law.

4.The amendments in SB 647 are taken into account the existing jewelry regulations in the EU, USA and Canada. Such as:

(1)Total lead limit of some materials in adults'  jewelry is adopted the one in the entry 63 of Annex 17 of REACH.

(2)The requirements of total lead in children's jewelry refer to the CPSIA.

(3)The age range of children is adjusted in accordance with SOR/2018-82 Canada children' s jewelry Regulations.
