EU Updates List of Harmonised Standards under the Toy Safety Directive 2009/48/E

On 14 September 2026, the European Commission published Commission Implementing Decision (EU) 2026/2032, amending the earlier Commission Implementing Decision (EU) 2023/740 on harmonised standards for the Toy Safety Directive, thereby formally adding three new versions of EN 71 standards to the list of harmonised standards under Directive 2009/48/EC. Pursuant to that Decision, the following three standards are listed as harmonised standards for the Toy Safety Directive, with effect from the same day (14 September 2026):

● EN 71-4:2020+A1:2025 Safety of toys-Part 4: Experimental sets for chemistry and related activities

● EN 71-15:2025 Safety of toys-Part 15: Formamide in foam toy materials (content)

● EN 71-16:2025 Safety of toys-Part 16: Certain chlorinated phosphorus flame retardants (TCEP, TCPP, TDCP) in toy materials

EN 71-4 has been updated to a new version under this update. The new version, EN 71-4:2020+A1:2025, becomes a harmonised standard with effect from 14 September 2026. The previous version, EN 71-4:2020, will retain its harmonised standard status until 13 March 2028, and will be formally withdrawn on 14 March 2028. Relevant businesses will have an 18-month transition period.

Toy companies concerned are advised to verify as soon as possible the applicable versions of the EN 71 standards for their products, with particular attention to confirming the chemical testing requirements under EN 71-15 and EN 71-16, and to complete the transition from EN 71-4:2020 to EN 71-4:2020+A1:2025 by 14 March 2028.
